UI improvements and introduction of recipes types

New features

• ROLEX-728: Introduce distribution set dropdown for Module update definitions and System distribution sets in the UI.
• ROLEX-1786: Introduce create, read, update, and delete for recipe types as a first increment. Subsequent release will add further increments such as the management in the UI and the addition to recipes.

• ROLEX-1788: Fix for import recipe with existing tags returns HTTP-500
• ROLEX-1789: Fix recipe export not possible with only one tenant in tenant-selection via UI
